"Fighter Combat" bonus

I've been done a bit of research and haven't found something definitive so I'll ask the questions here:

1.  What does it do? What stats does it modify?
2.  Who does it apply it? The carrier commander or the fighter's C. O. /pilot?

I can answer 2, fighter combat is for the CO of the fighter and is applied to the fighter itself.
Fighter operations on the otherhand applies to the carrier fleet and improves hangar reload/refuel speeds.

Thank you, Droll.  I suppose it affect the 'chances to hit' (the 'fighter combat').  Or is it another stat?
