NPR Messing with Time Incremenets

After about two to three years what I'm assuming is the NPR forces my time increments down to 15 seconds, I've tried using autoturn though so far I've only ended up with infinitely repeating 15 second time increments.   
Is there a way around this? I understand that the time increment change is important for the AI's combat but is there a compromise?

No way around this, you have to wait.
