everytime i create empire that way i have to control it myself. is there any way computer will take control of it? if i make random npr its not conventional :( im using version 4.46

If you create a conventional Empire you will have to control it yourself. NPRs (at the moment) can't handle a conventional start. The multi-nation start on Earth is best played as a campaign where you control all nations. The NPRs are really for the games where you play a single race, either TN or conventional.
