How does espionage work?

Like the subject says. Poking around at it, I've found that an espionage team on Earth can't do anything, so I'm guessing maybe you have to get the team onto the same world as an alien colony. I managed that on a brand-new colony that didn't seem to have a sensor array yet the other day, but that seems awfully hard to me.

That's my understanding - you have to create a colony on the same planet as the alien's planet, then put your team there (you don't need to put anything else there, though.

You might try searching for "espionage" in posts from *Steve* - probably in mechanics - to learn more.
