So I met those unfriendly aliens, and my diplomats failed at communicating, after a few tries.
They are beating the crap out of my old generation ships that I sent against them now.
On my System map, some hostile contacts are shown as going about 9700 km/s, and their size 3 missiles as going 42904 km/s
However, a few turns later I get an intelligence update, that says that the ship class, that I see moving at 9700 km/s, is capable of a max speed of 3750 m/s

Which speed is correct?
