The SMCC holds its second global conference, this time in New York. The 5-year moratorium on expansion beyond the asteroid belt agreed upon in Moscow in 2034 has expired, and the purpose of the conference is to decide how to proceed.
There are proponents, mainly amongst the Chinese and South American delegations, of extending the treaty, possibly for another 5 years. However, these suggestions are vocally opposed by the IRC, EAF and EU, all of which have dedicated notable resources towards preparing for the expiry of the treaty, and it becomes apparent that an extension is very unlikely.
While the IRC initially proposes a method for claims similar to that used for the asteroid belt, the idea is rejected by every other power on the basis of the size of the Consortiums civilian fleet, which is only slightly smaller than every other nations put together.
Eventually a system of submitting claims to the SMCC for consideration on a quarterly basis is proposed and adopted, with the Council responsible for fair distribution of colonisation rights. The outer system asteroids and comets will operate on the same system as the asteroid belt.
The NAU raises the issue about the SAC’s position with regards to claims in the outer system; as a new power, the SAC does not possess the geological survey data the other powers do about the area, and this would disadvantage them, given that only 9 non-asteroid bodies with TN elements have been discovered. The final proposed solution is to provide the SAC with geosurvey data after the first set of claims have been processed, with the condition that rights to no more than 1 body will be granted to each power in the first set. While the SAC leadership is not entirely pleased with this, it is the best terms they are able to get for now.
The closing date for claims for the first quarter is set as 1st March 2040, with rights granted by 1st April 2040.

The NAU completes work on the first of several Earth-based missile bases. The base is built around the same missile system which is used on the Benson class Frigates, making it compact and easy to build. The NAU is also in the process of building several prefabricated packages of the base, for shipping to Mars and the outer system.
There are currently no regulations on the development and emplacement of TN weapons platforms, although the topic is becoming more pressing as the powers turn their eyes towards militarising space.

The IRC announces that it is offering its Kara class Auxiliary Transport for export. This was a move by the IRC leadership to generate revenue by using some of the commercial shipyards which are currently inactive. The ships are to be sold at twice their construction cost, in both minerals and money. Orders are placed by the SAC, the EU and the PRC for one unit each.

The NAU launches a third Benson class Frigate, the Russell, built to the original Mk1 specifications. A fourth ship is being built to the Mk2 spec, and a fifth ship is laid down, also to the original spec. These three ships will be refitted once their shipyard is retooled to the Mk2 specification.

The SMCC finalises its decision, and grants exploitation rights to the outer system as follows;

The PRCs AT Yingde completes movement of two Mobile Infantry battalions to Mars. After analysis, the PRC leadership concludes that none of their existing forces are suitable for operations on Callisto, and research into all-environment Marine troops is prioritised.

The EAF completes development on its first production model anti-missile missile, the MSD-02B Tanto. The missile has as estimated intercept rate of 20% against most current missile designs. Each of the corvette groups is currently composed of 3 Shimakaze class CTs, although the EAF is considering expanding the size of the groups in light of the increasing numbers of foreign ships under construction.

The Earth’s supply of Mercassium is depleted. This is not seen as particularly critical, as most powers have significant stockpiles of the element, with Mercury, Venus and Callisto each having significant deposits.

The PRC launches its fourth Type 041 class Frigate, the Jinhua. This is the last Frigate to be built to the 041B design, future ones will be built to an improved 042A specification. Jinhua joins the 1st Frigate Group.

The EU’s 1st Frigate Squadron returns to Earth for overhaul and refit. A recent analysis of the Encounter class Frigate concluded that the ships maintenance stores were inadequate, so the design will undergo modification which will replace 20,000 litres of fuel capacity with more engineering spaces.

China launches its first Frigate built to the new Type 042A design, the Shaoxing. Designed to be lighter and better protected than the Type 041 designs, the design also incorporates a new, faster cycling laser battery. The fire control, sensors and shields are due to undergo an upgrade in the next two years under the proposed Type 042B program. It is unlikely the Type 041 designs will be updated with the new shields, as it is considered too expensive and time consuming to effect the entire refit. Shaoxing will form the basis for the new 2nd Frigate Group.
