How to load FACs?

So, I've designed a system of PDCs to defend my colonies.  It's made up of a AMM base, A sensor base and a FAC base. 

Question is, how do I load the FACs onto the PDCs? They don't appear on the Ordnance/Fighters window.

Only crafts that the game classifies as fighters show up in that window. However, you can assign the FACs through the Task Group window to the same group with Hangar PDC's and then order them to land.
