Does anyone else feel that there are too few resources on planets by default? Is there a way to not only edit individual planets to have more resources but also make it so that generated planets will have a larger amount?

Search for some big rock planets. They often have few dozens of millions of most ores though the accessibility may be varying.

No, that would likely take a source code edit. What you could do for a workaround is making some dice-rolls yourself and them SM edit resources based on that according to your own rules.
