My intention behind the question was to find out how much it may be worthy for various commercial ships to insist on refitting instead of constructing new ship and scrapping the old one.

If you have tugs/tankers with the fleet, having them be responsive to orders matters.  I am a bit curious myself.

I am also mildly curious what happens when you have a commercial ship with the maximum crew to cost ratio ship, and give it a bunch of armor and have a gauss equipped no-engine ship shoot at them to get their grade up, whether you can get your average starting grade above 12%.
I wonder if crew is scooped from the best of the best when it comes to officers, or based on your current average pool. If the latter, I fear that your military academies will constantly bring your grade down by making more troops at that baseline.

In either event, though, it's probably more cheaper in the long run in terms of minerals just to shoot at your military ships and repair them, assuming they got armor worth spitting at.

Do any commercial ships benefit from higher crew grade in any way? Or, in other way, are there any ship components that commercial ships can use, that do so?
Maybe better chance to hit for CIWS? Higher Damage Control Rating and thus faster combat repairs?
It might also affect task force training rating a bit, not sure, though.
