Orbital Bombardment Formulas?

Does someone know the actual formulas/algorithm used to determine when a planet will surrender from bombardment? I did a little testing on my own, and all I've really been able to come up with is that it seems to be partially random.

I'm sure Steve did post the mechanics somewhere, I cant quite remember it but I know the chance goes up greatly as infrastructure gets destroyed, less stuff to target basically.
