Civilian companies not moving genetically modified colonists?

I genetically engineered Homo Martianus, with a preference for somewhat colder worlds with less gravity and less oxygen.
They have a thriving population of 120 million on Mars now.
Recently, I formed a colony of Homo Martianus at another system.
I notice, that my civilian shipping companies (who have a grand total of about 40 colony ships by now, for this player race) are not taking any colonists from Mars to the new colony.
I did set the population on Mars to be a source of colonists.

Now, I thought, maybe it is because there is no commercial spaceport on the new planet.
But no, that's not it.
I have a colony of humans on Titan. There's no commercial spaceport on Titan.
Yet, my civilian colony ships brought millions of colonsits to there, and they still are.

One more possibility: There is no commercial spaceport at all in the new system. Could this be the reason, or should I report this in the bug report section?

Could maybe help to build one in the new system, but I think it also has something to do with how "save" that new system is considered.
If you opened a human colony there, would the civilians transport them?
I have a feeling they wont, somehow.

It may also be that your civilian ships are not jump capable and there is no Jump Gate between the systems.

There is a jump gate on both sides.
And indeed, my other two player races now have a human colony there (also no spaceport, still), and their colony ships are not transporting any humans over there either.

What exactly influences 'feeling of safety'? Two of my races have an alien race that's hostile to them, the other has the same alien race as 'unknown', but probably neutral. The alien race visited the system in question two times, both visits lasted 15 seconds ;)
