I have added a new SM-only window for v3.2 that allows you to compare the tech systems of two different races. It is accessible from the main menu and the Research tab of the Pop window. You select two races and the list of technologies known by the first race that are not known by the second race are displayed. You can include race-designed tech in this list as an option. This window also includes a button that allows you to give one or more listed tech items to the second race, including tech designed by the first race (such as missiles, engines, fire control, etc.)
