You create PDC's the same way you create ships.  If you look at the top of the ship design screen (F5) there is a pulldown menu where it says ship.  Change that to PDC and you are set.  There arn't to many differences.  The biggest is that you get a few points of free armor and can't have shields or engines. 

If you are designing a pdc to build in parts (prefab) and ship to another planet for assembly make sure you keep an eye on the total size.  I usually find small single purpose pdc's work better for assembly as you can put several different ones together for more functionality.  It is not quite as good as 1 large one but is much faster to assemble.

I just started playing Aurora, and I'm having a great time with its complexity and depth of options.   I cannot, however, figure out how to create PDCs.   Are there some design characteristics that are necessary or technology required to create a design?
