Title: #2 Starting Forces
Post by: Steve Walmsley on August 12, 2015, 02:35:25 PM
Australia

In the mid to late 21st century Australia underwent a huge expansion in population, partly due to refugees from India and China and partly due to the annexing of portions of Indonesia when it fragmented in 2055 following a civil war. The main Australian colony is on Pendragon, the eighth moon of Struve 2398-B II, which it shares with a UK colony. Pendragon is a colony class 2.0 world that is partially terraformed. Both Australian and UK terraformers are currently adding oxygen to the atmosphere.  A small automated mining colony (6 mines) is based on an asteroid in the same system. Australia has the best railgun technology of any nation but does not possess any missile combatants.

Australia starts with a total population of 100m (5m of which is on Pendragon), four shipyards with a capacity of 28,000 naval and 80,000 commercial, sixteen research facilities and 132,000 research points.

Argentina

Argentina and Brazil have maintained their rivalry throughout the 21st century. While Argentina is at a technological and economic disadvantage, its leaders have been determined that their nation should claim its rightful place in the stars. The most loyal citizens were chosen for Argentina's single colony on the twentieth moon of Alpha Centauri II, named Díaz de Solís. That proved a wise decision as Díaz de Solís was the only colony in the Alpha Centauri system that did not join the Centauri Federation, although this was partly because the colonists were not intermingled with other nationalities on the two habitable worlds. The Centauri Federation is not entirely happy with this situation as the colony cost 2.0 moon has almost two million tons of accessibility 0.6 Duranium and a total of four million tons of three other minerals with 0.9 through 0.5 accessibilities. Due to this tension, Argentina maintains a warship on permanent station in orbit of the colony. The sole Almorante Brown class Terraformer is also in orbit but without additional ships the moon will remain at its current habitability for several decades. Argentina has concentrated on missile technology for its warships and has no energy-armed combatants.

Argentina starts with a total population of 100m (5m of which is on its Díaz de Solís colony), four shipyards with a capacity of 28,000 naval and 162,000 commercial, fifteen research facilities and 100,000 research points.

Brazil

Brazil is the dominant nation in South America and the sixth largest nation on Earth in terms of population. The Brazilian space program has been characterised by the development of a powerful naval force at the expense of jump capability and non-military technology such as terraforming and fuel harvesting. Brazilian ships are fast, deadly at close quarters and have a significant anti-missile capability from the combination of railguns and gauss cannon. Brazilian shipwrights have a designed a fleet around the doctrine of using superior speed to run down opposing warships while relying on an array of kinetic weaponry to defend against missile attack during the approach. This doctrine has yet to be tested in combat.

The Brazilian colony of Novo Rio is on the edge of the jump gate network in the Kruger 60 system, four jumps from Earth and beyond the UK and Australian colonies in Barnard's Star and Struve 2398. The planet is colony cost 2.0 and has a thin nitrogen-oxygen atmosphere. Mineral deposits on Novo Rio are vast but at low accessibility. However, Kruger 60 as a whole has several promising mining sites and a Brazilian automated mining colony has been established on the sixth moon of Kruger 60-B VII. The main challenges for Brazil are to develop jump capable vessels, as it is currently restricted to the jump gate network, and to develop key technologies for expansion, such as terraforming and fuel harvesting. Another alternative may be for Brazil to test its naval doctrine and take what it needs from weaker nations.

Brazil starts with a total population of 300m (15m of which is on Novo Rio), four shipyards with a capacity of 32,000 naval and 220,000 commercial, sixteen research facilities and 127,000 research points.

The Caliphate

The Caliphate was formed in the 2030s, initially as a loose alliance of Sunni Muslim states formed to combat Iran. The success of the alliance resulted in formation of an economic and ultimately political union. Eventually the Caliphate spread along the North African coast, down into Sudan and north-west into Turkey, creating one of the most powerful nations on Earth. When the race into space began the Caliphate established colonies on Mars and in Alpha Centauri. After the formation of the Martian Union and the Centauri Federation, the Caliphate devoted all its energies to colonization of the Medina system (originally Gliese 445), three transits from Sol via Lalande 21185 and WX Ursae Majoris, and began to establish a real navy. Both of the transit systems have American colonies, which causes some concern within the Caliphate that, in the event of increased tensions, the USA could interdict Caliphate commercial traffic moving between Earth and Medina. Medina II already had acceptable gravity and a breathable atmosphere when the first Caliphate colonists arrived. Since then Caliphate terraforming operations have increased the temperature to 27C, beyond the normal mid-range for humans but comfortable for colonists used to a generally warmer climate. The Caliphate's Shiraz class Terraformer, equipped with three terraforming modules, is generally accepted as the best vessel of its type in service with any power

When establishing a fleet doctrine, the Caliphate ship designers noted firstly that the Caliphate had generally lower levels of technology than most of its major rivals, including the use of nuclear pulse rather than ion engines, and secondly that the  that all the major powers were designing their ships to fight one another. In particular, the sensor resolution of most major combatants was intended to detect warships of around 6000 tons or more. Taking these two factors into consideration, the Caliphate decided to adopt a unique approach to combat operations. The Caliphate Star Navy is based entirely around fast attack craft for offensive operations, which will be hard for other naval forces to detect at range, plus larger ships to provide logistical support to the FACs. There are four types of FAC; the Ashdod is missile-armed but has no active sensor, the Hebron is an unarmed type with active and passive sensors, the Mecca has a single 15cm meson cannon and an active sensor while the Matrah has twin 10cm mesons and extended endurance, making it ideal for defending jump points. They are supported by Mersin class FAC Transports, which can carry six FACs in their hangar bay, Mosul class FAC Tenders, which provide temporary bases for the FACs, and Abadan class ammunition transports, which operate with the Mosuls to keep the Ashdods supplied with ordnance. The most significant consequence of the Caliphate's dedication to the development of fast attack craft is that its research teams have not yet developed jump point theory, so the Caliphate is restricted to the jump gate network, at least in the short term.

The Caliphate starts with a total population of 400m (25m of which is on Medina II), eight shipyards with a capacity of 48,000 naval and 270,000 commercial, fifteen research facilities and 134,000 research points.

Canada

The population of Canada expanded rapidly after the Sino-Indian war, in small part due to refugees from the war but mainly because accelerating global warming opened up the country’s vast Arctic regions. Global conglomerates were attracted by the mineral wealth of Canada’s far North, which in turn attracted service industries to support the huge influx of migrant workers. New cities sprang up across breadth of the country and by 2100 Canada’s population had more than tripled within a span of eighty years. Canada suffered from the same early reverse in her colonial fortunes as many other nations, losing the investments made on Mars and in the Alpha Centauri colonies. To avoid any subsequent problems along similar lines, the Canadian government decided to select a planet which Canada would colonise alone and also to begin building warships to protect that investment from threats within and without.

The colony site selected was the second planet of Kuiper 75-B, two jumps from Earth via Bernard’s Star. The planet, renamed Acadia, had two and a half million tons of accessibility 0.9 Duranium plus similar quantities of 0.7 accessibility Gallicite and 0.5 accessibility Mercassium. Given that Earth’s Gallicite deposits were limited and only accessibility 0.4, this appeared to be a sound long-term strategy. In addition, the only jump point in Kuiper 75 besides the entry point from Bernard’s Star led to the dead-end system of 70 Ophiuchi, making the system easy to defend. The UK, a friendly power, had a large colony on the planet Avalon in the Bernard’s Star system which added an extra degree of security. The main problem for the medium term was that Acadia was colony cost 2.30 and lacked an atmosphere. Canada did not operate any terraforming ships so the colony relied on domed cities, the infrastructure for which would have to be shipped to Acadia, or built on site. A few mines and construction factories were in place on Acadia by 2100.

Canada decided to spend most of its research & development budget in the late 21st century on military technology, opting to rely on the jump gate network that was being expanded by other powers rather than developing an indigenous jump capability. This concentration of effort allowed Canada to develop capable and flexible warship designs but left it lacking in some key industrial areas such as Fuel Harvesting and Terraforming. The challenge for Canada in the early years of the 22nd Century will be to remedy the deficiencies in its industrial capabilities and develop Acadia to its full potential. In the meantime though its modern warships should greatly increase the chance of being left in peace to do so.

Canada starts with a total population of 125m (7m of which is on Acadia), four shipyards with a capacity of 22,000 naval and 154,000 commercial, eighteen research facilities and 134,000 research points.

Centauri Federation

After the Martian declaration of independence and the subsequent treatment of the Martian colonists by the involved nations, the leadership of the various colonies in Alpha Centauri began covertly discussing the potential implications. The two most important conclusions were that firstly colonising nations saw their colonies as a resource to be exploited, with no weight being given to the well-being of the actual colonists, and secondly that those same nations would quickly learn the lesson of Mars and begin building military forces to compel any other independent-minded colonies to remain loyal. Mars was already building orbital bases to protect against any future assault launched from Earth. The combined leadership of the Alpha Centauri colonies decided they had to act as soon as possible. The next two years were spent ensuring the two planets on which the colonies were based could survive independently of Earth so that a similar trade embargo to that used against Mars would have little effect.

In 2078, a new nation named the Centauri Federation declared its independence from Earth. Well aware that the Federation needed a significant population to ensure its long-term survival, the Centauri leadership decided to follow the UK model and offered a new home to colonists from any nation. Eventually, the Federation founded its own colony on a partially-habitable moon of Alpha Centauri-A II and began terraforming operations. The only colony that did not join the Federation was an Argentine settlement on a moon of Alpha Centauri-A II. There are some elements within the current Centauri government who see this an intrusion from Earth and would like the colony to be either removed or occupied. To bring the colonists from different nations closer together, the leaders of the independence movement decided the Federation should have an identity of its own, beyond simply being against the colonial governments. As a disproportionate number of those leaders, compared to the general population, were originally from northern European countries, they started to introduce a Norse theme into everything from the names of the planets on which they lived, to the ships being built and even when naming their own children. Leading by example proved to be the right strategy and by 2100 the citizens of the Centauri Federation had discarded their old national identities and taken to their new one with enthusiasm.

The first human ships to visit Alpha Centauri not only found habitable planets, they also found evidence of alien life. On Alpha Centauri-B III, now the Centauri capital planet of Asgard, were the remnants of a small alien colony and an alien research station apparently dedicated to construction/production technology. Two wrecked alien ships were in orbit of Asgard and a second alien installation, dedicated to missile research, was discovered on Midgard. The presence of these alien artifacts makes the Centauri real estate particularly valuable and the Federation is constantly on guard against any attempt by Earth-based powers to mount an invasion. Japan is considered the greatest threat as it is the only other major power, apart from Argentina, with colonies in the Centauri Arm. In fact, Japanese ships travel through Alpha Centauri on a regular basis to reach their main Colony at Edo. As of 2100 AD, the Centauri have not been able to learn anything from the alien ruins and have not developed the technology to salvage the alien ships.

Centauri Federation warships have no energy-based weapons. Instead, their military research & development has been concentrated on developing some of the most capable missile combatants in known space. The Grendel class cruiser can launch salvos of ten Thor anti-ship missiles at targets up to one hundred million kilometres away. The Thor is a relatively fast missile with a speed of 24,000 km/s and has a size-6 warhead. The four Grendels are supported by four Tyr class cruisers, each armed with fifteen AMM launchers, and a pair of Asgard class jump cruisers. The Nyström-Sjögren NS-400A Area Surveillance Array on the Asgard has a range of more than four hundred million kilometres, giving the Federation Navy far better sensor coverage than their potential foes. The Federation has also built a pair of jump gate construction ships, which will allow the expansion of Centauri influence further along the Centauri Arm. The Federation's major disadvantage is a lack of fuel harvesting ships. Correcting that problem is one of the primary goals of the Centauri as they begin the 22nd century.

The Centauri Federation starts with a total population of 300m (150m on Asgard, 125m on Vanaheim and 25m on Midgard), five shipyards with a capacity of 33,000 naval and 312,000 commercial, twenty research facilities and 165,000 research points.

France

After the UK left the European Union in 2018, following the departure of Greece a year earlier, the relationship between France and Germany began to deteriorate. Germany, with an electorate growing tired of paying taxes to bail out other countries, favoured enforcement of fiscal responsibility across the Union. The French had a more socialist approach, believing the richer nations should subsidise the poorer nations and forgive or reduce their debts. In time, two power blocs formed within Europe; one supporting Germany and one supporting France. While the European Union remained relatively intact, little advancement was made in terms of treaties as one side or the other would veto any new proposals. Both France and Germany accepted the stagnation as the two governments believed that if Union collapsed it might result in another major war in Europe. Having seen the results of the Sino-Indian war, that was not a future that either country wished to contemplate. The breakthrough into Trans-Newtonian physics and the subsequent age of discovery gave both power blocs the opportunity to expend their competitive energies in space rather than on Earth. The population and industry of France represents France itself plus those European countries within its sphere of influence.

French ships concentrated their survey efforts mainly on the American Arm and followed a branch from the crossroads system of WX Ursae Majoris that ultimately led to New France, a red dwarf system with only three planets located five jumps from Sol. The second planet of New France had a nitrogen-oxygen atmosphere, albeit with only 0.05 atm of oxygen, and a surface temperature of 60C. While a good terraforming candidate, there were better options closer to Earth from a purely environmental perspective. What persuaded the French government to establish their primary colony further out than any other nation was the presence of a ruined alien city on the surface plus an alien installation that would provide a significant boost to energy weapon research. Due to the distance, more than twenty-four billion kilometres for a round-trip, the French colony was relatively small compared to the other space-faring powers. By January 2100 it had reached five million.

Because of the long distances French ships had to travel between Sol and New France, the French research and development program devoted more effort to engine technology and fuel efficiency than any other nation. France is the only nation with magneto-plasma engines, resulting in the fastest warships in known space, and has the most advanced fuel efficiency technology. The price paid for that advanced propulsion technology was a complete lack of research into any energy-weapon-related technologies; France operates only missile combatants. Even so, the speed and range of the MM400 Exocet provides the Marine Nationale with one of the best anti-ship missiles available to any power. The Mistral AMM is equally capable in a defensive role. France has a wide variety of commercial designs, operating jump-capable versions of both freighter and colony ship, as well as small but capable fuel harvesters and terraformers. All French designs have longer endurance and range than comparable ships of other powers.

France starts with a total population of 200m (5m of which is on New France II), four shipyards with a capacity of 34,000 naval and 170,000 commercial, twenty research facilities and 166,000 research points.

Germany

As described in the entry for France (see above), by the middle of the 21st century two power blocs, one led by Germany and the other led by France, dominated continental Western and Central Europe. Eastern Europe was in the Russian sphere of influence. Both power blocs maintained the European Union, fearing an outbreak of hostilities if the outdated but stabilising institution should crumble. The discovery of Trans-Newtonian physics relieved the pressure, allowing both sides to concentrate their efforts on expanding into space, rather than on competing with each other. German explorations followed those of France along the first two systems of the American Arm, Lalande 21185 and WX Ursae Majoris, then took a different route through Wolf 358 to Groombridge 1618. The first German colony was established in this latter system on its second planet, a good terraforming candidate with a nitrogen-carbon dioxide atmosphere and surface temperature of -34C.

Groombridge had a couple of other worlds with long-terms terraforming prospects and a Super-Jovian with four million tons of accessibility 1.0 Sorium. The main attraction though was that Groombridge 1618 was the only gateway to FL Virginis. FL Virginis-A II was home to a ruined alien colony and an alien research station that German scientists believed would boost their missile and kinetic research by as much as 70%. The planet itself was another good terraforming candidate with acceptable temperature and an atmosphere that required only oxygen to transform FL Virginis-A II into an ideal habitable world. A moon of FL Virginis-B III had substantial mineral deposits of nine different minerals, all with good accessibilities, including 260,000 tons of accessibility 0.9 Duranium and 360,000 tons of accessibility 1.0 Gallicite. A second populated colony was established in FL Virginis within two years of the first colony in Groombridge. By the end of the 21st century, a total of twenty million colonists were living in domed cities on the two worlds. An automated mining colony with ten installations was established on the mineral-rich moon.

German research and development programs devoted more effort to general construction and production technology than most other nations, which slowed down the German energy weapon program. However, unlike other nations lacking energy weapons, Germany is already well on the way to a energy weapon capability. All the necessary sensor technology to develop modern beam fire control is already available, as is the capacitor technology required for a reasonable recharge rate. All that remains is to select the focus for actual weapon research. German missile technology is comparable to other nations except for the area of warhead strength, where its technology is among the most advanced. The Astra Anti-ship missile has a strength-9 warhead, that is matched only by the American RGM-1A Sabre and the Russian SS-N-1 Scarab, both of which are 25% larger than the German missile. The Astra is relatively short-ranged though at 55m kilometres, which means a German task group may have to close through enemy missile fire to deliver its heavy blow. With this in mind, the Deutsche Marine is well protected by its four Deutschland class anti-missile frigates. Germany has harvesting technology and has deployed three Koln class Fuel Harvesters in Groombridge 1618. It has yet to develop a terraforming ship.

Germany (including her allies) starts with a total population of 250m (12.5m of which is on Groombridge 1618 II and 7.5m of which is on FL Virginis-A II), four shipyards with a capacity of 36,000 naval and 240,000 commercial, twenty research facilities and 167,000 research points.

Japanese Empire

Faced with a growing potential threat from the People's Republic of China in the early 21st century, Japan initially began to reinterpret its pacifist constitution in order to increase its military strength and finally, after China forcibly occupied several key islands in the South China Sea, abandoned it altogether. The Japanese government become increasingly militaristic, convinced that China would eventually attack and determined to ensure the country was ready. Eventually, the Chinese pushed their aggressive agenda too far but it was India, responding to Chinese actions in South-East Asia, rather than Japan that was drawn into a war. Japan elected to stay on the sidelines and guard its own territory while two of its potential rivals fought each other. The catastrophic nuclear exchange that ended the war, devastating both combatants and the surrounding countries, left Japan with no effective opposition in East Asia. Japan did suffer from significant radiation and environmental problems due to her proximity to so many nuclear detonations but the preparedness of both her military and civilian population for such a scenario meant Japan survived relatively intact. Even though China fragmented into smaller states, the Japanese government was concerned that China would rise again as it had in the past. Intent on avoiding any such future threat from a recovering China, Japan sent military forces into the Chinese coastal provinces and effectively annexed them, crushing any resistance. Eventually the East and South of China became part of a new Japanese Empire while the remaining Chinese provinces to the North and West consolidated into the new nation of Manchuria. Once Japan had absorbed her vast new territories and the effects of the Sino-Indian war had receded, Japan began to rival the United States in economic power and military strength. The successful invasion and annexation of Mexico kept the United States ahead in terms of population and economic strength but by 2100 Japan had moved well ahead of its major rival in terms of technology and the Imperial Japanese Navy is without doubt the most powerful military force in known space.

Like several other nations, Japan's early investments in colonization were lost with the independence of Mars and Alpha Centauri. Determined to avoid such losses in the future, Japan concentrated her subsequent efforts on securing two systems for Japanese-only colonies. The first was Luyten 143-23, renamed as Edo, three jumps out from Sol via Alpha Centauri and Luhman 16. Edo's second planet was close to habitable and required only the addition of greenhouse gas to bring it fully into the habitable range. By the end of the 21st century, Edo II was an ideal habitable world with a Japanese population of sixty million. The planet had 2.4 million tons of Duranium and 3.9 million tons of Gallicite, both at accessibility 0.7. More importantly, Edo was a crossroads system with four jump points, giving Japan three different avenues for further exploration while using Edo II as a forward base. The second colony was established in HIP-86961 (renamed Kyoto), also three jumps from Earth via Proxima and Gliese 682. The latter system also linked to Luhman 16, which meant the two Japanese colonies were three jumps apart. There is some debate among astrographers as to whether Kyoto should be classed as being within the Russo-Manchurian Arm or the Centauri Arm. The Japanese have little interest in such distinctions and have made it clear that the rest of the human race can designate the system as being wherever they like, as long as no one interferes with Japanese operations in Kyoto. A Japanese colony of ten million is in place on the innermost planet, a world with substantial mineral reserves that include five million tons of accessibility 0.8 Duranium, almost three million tons of accessibility 0.8 Corundium and six other minerals with accessibilities from 0.1 to 0.9. Kyoto I is colony cost 2.00 and Japanese terraforming operations are ongoing.

The relative positions of Edo and Alpha Centauri have resulted in tension between Japan and the Centauri Federation. The shortest route from Sol to Edo passes through Alpha Centauri and any Federation ships, or ships of any nation, wanting to explore further down the Centauri Arm have to pass through Edo. In Alpha Centauri, a direct course between the Sol and Luhman 16 jump points keeps any transiting ship at least one point five billion kilometres from any Centauri colony. Even so, the Federation is unhappy at the regular Japanese traffic. In Edo, ships moving between Luhman 16 and two of three branches further down the arm also keep at least a billion kilometres from the Japanese colony. However, Centauri traffic moving to the third branch passes directly through the heart of the Edo system, causing increasing irritation for the Japanese. Most Solarian intelligence agencies predict that eventually the tension will reach the point where one side, probably Japan, issues an ultimatum to the other. For the moment, two factors appear to be responsible for maintaining the peace. Firstly, the Japanese military is concerned that moving against Alpha Centauri might draw in one or more Solarian powers and the Imperial Japanese Navy is not yet strong enough to engage multiple opponents, especially with most of its shipbuilding and industrial capability on Earth. Secondly, even if the Federation Navy could be eliminated, the Imperial Army does not have the strength or the lift capacity to mount an invasion of Asgard, Vanaheim and Midgard. Orbital bombardment of the civilian population would not be desirable, either economically or diplomatically.

The Imperial Japanese Navy operates sixteen very capable warships, including four 15,000 ton missile cruisers, four 11,250 ton anti-missile cruisers and eight 7,500 ton railgun-armed multi-role destroyers. Their technology is top of the line. The Katana Anti-ship Missile carried by the Akagi class is fast and has a range of one hundred and twenty-eight million kilometres, greater than almost all rival missiles, while the Kongo class escort cruiser has the most capable missile detection equipment in known space, allowing engagement of inbound missiles at up to one point seven million kilometres. The Kagero class is both a devastating close-range energy combatant and an effective point defence escort. Japanese survey ships are numerous, long-ranged and well-equipped while Japanese commercial vessels tend to be larger, more capable and often faster than those of other nations.

Japan starts with a total population of 525m (including 60m on Edo II and 10m on Kyoto I), six shipyards with a capacity of 68,000 naval and 510,000 commercial, twenty-five research facilities and 210,000 research points.

Manchuria

Manchuria was formed in the chaotic years following the Sino-Indian war. Initially the fragmented and war-torn Chinese states fought each other for limited resources, trying to preserve their populations at the expense of their neighbours. The region was in the process of reducing itself to total anarchy when the Japanese landed military forces in the coastal provinces. Faced with an external threat, the warring provinces finally came together in an attempt to preserve what remained of China. The Japanese were capable, ruthless and determined, a bad combination for the remnants of the Chinese military. Despite gallant resistance the alliance of Chinese states was pushed back until the Japanese controlled the eastern and southern provinces. At that point, the Japanese government decided that the cost of eliminating the increasingly fanatical Chinese resistance in the north and west was not worth the potential gains. China could no longer pose an existential threat to Japan so a halt was called to offensive operations and a period of consolidation began. The remaining Chinese forces attempted their own offensives but these were costly and achieved nothing. Eventually it was in the interests of both sides to sign a peace treaty that recognised the Japanese conquests and the creation of a new nation, Manchuria, from the ashes of the old China.

Manchuria is a second tier power, not able to compete with Japan or the United States on equal terms but still a significant player on the world stage. In terms of population it is exceeded only by the two first rank powers and matched by Russia, the Caliphate and the UK (including the Avalon colony). The Manchurians consider Japan their greatest rival and sixty years after the formation of their country they are still waiting to exact their revenge. Despite being a Trans-Newtonian power, Manchuria is on the lower end of the technology scale and was one of the later powers to begin its own colonization program. With many of the best colonization sites already taken, Manchuria opted for the innermost planet of Manchu-A (originally Luyten 726-8-A), a system two jumps from Earth via Proxima. The Manchurian colony site was not an ideal habitable world, nor was it rich in minerals, but it did have some advantages. The atmosphere was breathable and Manchuria had terraforming technology that could raise the temperature in to the ideal zone. By the end of the 21st century the colony cost of Manchu-A I was 1.30 and decreasing steadily. Manchu was relatively close to Earth, only two jumps and less than five billion kilometres, which meant a colony could grow more quickly than on a more distant world. There were also substantial, accessible mineral deposits on the system's many moons and asteroids, although rarely more than one or two different minerals on each body. Finally, Russia had already built jump gates to Manchu in order to reach the next system in the chain, Novaya Rodina, which made access to the system much easier for commercial vessels without jump capability. Manchuria also established two automated mining colonies, one in TZ Arietis on the far side of Novaya Rodina and one in the Sol system on the comet Faye.

Manchurian ships have to pass though Novaya Rodina to explore further along the Russo-Manchurian Arm and Russian ships have to pass through Manchu to reach their own colonies. Even so, there is far less apparent tension than in the Centauri Arm, where Japan and the Centauri Federation face a similar situation. Relations with Russia are best described as neutral. While there is no formal agreement between the two nations over passage rights, both nations appear content to live and let live and go about their own business without disturbing the other. However, should any major discoveries be made further down the chain, it is possible that competition for new resources or alien artifacts might affect that relationship.

The Manchurian Liberation Navy, named in the hope that one day it will liberate the rest of the old Chinese territory, has moderate levels of technology and is a purely missile-based fleet based around three 9000 ton destroyer designs. Its major advantage over most over nations, with the exception of France, is the high speed of its warships. The Han-Xiao HX-264 Ion Drive is a boosted engine design, providing 10% more power than a normal ion engine of similar size at the cost of twenty-seven percent higher fuel consumption. The high speed is necessary as the Yingji-1 anti-ship missile has only half the range of the Japanese Katana anti-ship missile. The Yingji-1 is one of the smallest anti-ship missiles in service, twenty-five percent smaller than the Katana and forty percent smaller than its Russian or American equivalents. However, that allows the 9000 ton Jiangwei class to mount twelve launchers. The Jiangwei is supported by the Jianghu, which has fifteen anti-missile launchers, and the unarmed Xian class destroyer leader, which provides a squadron jump capability and the capable Type 6 Long Range Search Sensor with its two hundred and ten million kilometre range. Manchuria operates both terraformers and fuel harvesters, both of which are relatively small for their type, but no jump gate construction ships.

Manchuria starts with a total population of 400m (20m of which is on Manchu-A I), four shipyards with a capacity of 41,000 naval and 196,000 commercial, sixteen research facilities and 127,000 research points.

Martian Union

After the discovery of jump points, the nations that had founded colonies on Mars and invested in terraforming the planet diverted their resources into new and more promising worlds outside the Sol system. Virtually abandoned by their parent nations, the Martian colonists found common ground in their fight to survive a half-terraformed planet with little outside assistance. It did not take long for the disparate colonies to found their own planet-wide government so that all available resources could be used in the most efficient way. Once the immediate survival needs had been addressed, the government consulted the colonists in a global referendum and in May 2075 declared the formation of the independent Martian Union. No nation could project any significant military space across interplanetary distance so there was no way to forcibly reverse the decision of the Martian colonies. Instead, most of the involved Earth-based powers imposed a total trade embargo on Mars, cutting off even the meagre supplies still reaching the planet. This was seen by the Martian colonists as little more than collective punishment rather than a serious attempt to change the situation. If anything the embargo drove the colonists closer together and hardened their attitude toward Earth even more. Conditions worsened on the planet as supplies ran out and before Mars could upgrade its industry to the point where it was self-sufficient, thousands were lost to starvation or failing life support systems. Even by the end of the 21st century, the Martian Union still has a siege mentality and a complete distrust of the Earth-based powers. Only the Centauri Federation is regarded as a friendly state. Due to its understandable paranoia regarding possible attack from Earth, Mars is guarded by a large number of defensive orbital bases and the Union has only eight 4650 ton patrol craft as a mobile fleet.

The struggle for survival meant strict discipline and efficient use of resources, leading to a militaristic outlook. The Martian Union adopted the model of the Roman Republic as basis both for government and for civic duty. Latin even made a comeback as an official language ; there were concerns that using one of the many existing languages in use on Mars might give native speakers the appearance of being favoured. This has resulted in Latin names for ships and the Martian ground forces have adopted Roman nomenclature. The Classis Martius, or Martian Fleet, operates three different types of orbital weapon platforms. The Lancea and Verutum are purely defensive in nature, armed with anti-missile launchers and point defence lasers respectively. The Spiculum is equipped with twenty launchers for the longest ranged missiles in known space. The Apollo Anti-ship Missile is relatively slow at 18,400 km/s, due to the Martian Union not yet developing ion technology, and its warhead is only strength-4. However, the four Spiculum class OWPs can launch up to eleven salvos of eighty Apollos at targets more than two hundred million kilometres away, plus any reloads that are ferried up from the planet. Any fleet approaching Mars would have to survive a hail of missiles at ranges beyond which it could respond. More importantly, the Martian Union can launch interplanetary missile attacks directly against Earth from Spiculums that are safe in Martian orbit. Earth is only in range for several months per Earth year but that is still a significant deterrent for any power considering an attack on Mars. In addition to its bases, the Classis Martius operates eight Trident class Patrol ships. The Tridents, small compared to the warships of other powers and armed with four 12cm lasers, are suitable for patrol duties, commerce raiding and jump point defence. They are not designed for a fleet engagement in deep space. The only commercial vessels in Martian service are a number of freighters and colony ships, built with the intention of eventually founding Martian colonies in other systems.

The Martian Union starts with a total population of 250m, four shipyards with a capacity of 48,000 naval and 225,000 commercial, fifteen research facilities and 138,000 research points.

Russian Federation

The Russia Federation began a phase of measured expansion in the early 21st century, taking territory from Georgia and Ukraine, and modernised its armed forces. In the period following the Sino-Indian war, the whole world went through a period of destabilising events; Japan invaded a fragmented China, India split into different states, a lengthy civil war began in Indonesia, Europe began to split into two power blocs and the United States continued a long period of isolationism. Russia took advantage of the chaotic situation and its previously cautious rate of expansion increased considerably. All the old ex-Soviet Republics of Central Asia were invaded and annexed, as were Belarus, Ukraine and Moldova. Bulgaria, Romania and Hungary all suffered violent revolutions that resulted in new governments who allied themselves with Russia. Greece was a virtual puppet state, relying on Russian financial support to avoid collapse. Russia went through a period of consolidation, integrating her new territories into the Federation, before looking outward once again. Conflict with Russia's neighbours was avoided due to the discovery of Trans-Newtonian physics and the subsequent race into space. The goal of the Russian government was to carve out a new Russian Empire among the stars.

Russia lost her investment in the colonies on Mars and on the habitable worlds in Alpha Centauri. She followed the same path as other nations in a similar situation, establishing Russian-only colonies and developing the ability to project military forces across interstellar distances. The first Russian colony was on the second planet of Novaya Rodina (formerly Lacaille 9352), a cold but near-habitable world with a breathable atmosphere. Novaya Rodina itself was three jumps from Sol via Proxima and Manchu and the sole Russian construction ship built jump gates along the route. Russian terraformers added a safe greenhouse gas to Novaya Rodina II to raise the temperature and by the late 21st century it was an ideal environment for humans. There are scant mineral resources on the planet so one of Russia's strategic objectives is to locate and secure long-term mineral sources further along the Russo-Manchurian Arm. A second colony, known as Novaya Zemlya, was established one jump further out in the EZ Aquarii trinary system on the sixth moon of EZ Aquarii-A III. This body was also lacking in minerals but the system has two potential mining sites of reasonable quality plus a gas giant with almost forty million tons of accessibility 0.9 Sorium. The purpose of the populated colony is to stake a long-term claim on EZ Aquarii. By 2100 the populations of Novaya Rodina II and Novaya Zemlya had risen to thirty million and ten million respectively. Manchuria is also exploring along the same Arm so there is potential for tension. So far, such tension has been avoided; partly because no Russian interest would be served by a conflict with the Manchurians while the bulk of Russia's assets are on Earth and therefore vulnerable to attack and partly because if Russia did one day decide to strike at Manchuria, it would be best if the Manchurians suspected nothing until the blow fell.

The Russian Navy is among the most powerful in known space, with twenty-two major warships; more than any other power, including the United States and Japan. Most Russian warships are armed with a mixture of box launchers and railguns, the exception being the two Project 1200 Atlant class cruisers which are equipped with one hundred and twenty-five box launchers but no railguns. The Russian tactical doctrine is for an overwhelming first strike followed by an energy range engagement to finish off any survivors. The railguns also provide an inherent point defence capability to every design except the Project 1200s. The second cruiser design, the Project 1201 Berkut class, encapsulates this philosophy perfectly with a battery of forty missile launchers for the SS-N-1 Scarab anti-ship missile backed up by four 150mm railguns and six 100mm railguns. The versatile Project 1202 Sarych class destroyer is essentially a smaller version of the Project 1201 and is equally capable of solo patrols or fleet combat. The Project 1203 Molniya class destroyer is an escort design with four 100mm railguns plus two hundred and fifty SA-N-2 Gargoyle AMMs in box launchers. There was a debate among the Russian design team whether to use fast firing normal launchers, which would allow more missiles to be carried. Two major factors contributed to the decision to use box launchers; firstly, Russian reload technology was limited due to the emphasis on box launchers for anti-ship missiles and secondly, the box launchers give the Project 1203 a formidable striking capability when used offensively.

Russia has a range of different commercial designs, including terraformers and fuel harvesters. They are generally on the small end of the range for commercial designs due to the size of the Russian commercial shipyards. The single Project 1212 Sverdlov class construction ship is worthy of note as it is the only construction ship in service with any power than uses the small version of the gate construction module. Rather than wait until the shipyards could be expanded to sufficient size to build a full size construction ship, the Russians opted to build the smaller ship and accept the longer time frame for gate construction. Russia plans to build a larger version at some point in the future.

Russia starts with a total population of 400m (including 30m on Novaya Rodina and 10m on Novaya Zemlya), five shipyards with a capacity of 50,000 naval and 160,000 commercial, twenty-two research facilities and 167,000 research points.

United Kingdom

Following a national referendum, the United Kingdom left the European Union in 2018 and began to re-establish its global trading empire. Following the Sino-Indian War, the UK used the large merchant fleet it had built in the previous decade to bring aid to India, earning considerable gratitude from the populations of the shattered Indian states. In the decades after the war, the UK continued to expand its trade network and leased ports in many countries to build commercial hubs that generated significant revenue. The UK's major universities were well funded as the nation sought to develop new technologies from which new products could be developed. Scientists at Cambridge University made the breakthrough into Trans-Newtonian Physics in 2052 and the UK began a second industrial revolution as the government poured money into British companies converting to the new technology. The investment paid off and the UK led the world for several years in new technology, boosting its overall economy and population, until the other major nations caught up.

After the discovery of jump points, the United Kingdom elected not to create a colony on the ideal world in Alpha Centauri. Instead, a UK colony was established on Avalon, the second planet of Barnard's Star. Avalon had a breathable atmosphere, although the low temperatures meant that specialised infrastructure was required until terraforming could bring the planet into the ideal habitable range. Avalon did have aliens ruins as well, although smaller than in Alpha Centauri. There was some criticism of the British decision to colonise what most commentators believed was a less desirable option than Alpha Centauri and particularly of the open door policy that allowed extensive immigration from neutral, non-TN countries, in particular the Indian states. The UK's own colonial history, particularly in the Americas, plus the events on Mars had provided some valuable lessons however and the UK government was keen to put those lessons into practice. Even from its earliest days the Avalon colony was given direct representation in parliament and as its population grew rapidly the Avalon members of parliament become more and more important, until the point where the Earth-based MPs were in the minority. Supporting the huge flow of colonists from the neutral and non-TN nations who wanted a better life resulted in the United Kingdom having the largest fleet of colony ships among the major powers, with eight in service by the end of the 21st century. In addition, a benefit of the UK's mercantile success during the 21st century was that three separate civilian shipping lines had been formed by 2100, compared to just one in each of the other powers. Those other powers, seeing the incredible success of the Avalon colony and the resulting massive growth of the UK population, began adopting similar policies at the start of the 22nd century, welcoming colonists from all the neutral nations.

The United Kingdom has a secondary colony named Pendragon in Struve 2398, one jump further out beyond Barnard's Star, with a population of 20m, and has two small mining colonies, one in the same system as Pendragon and one four jumps from Sol in Kruger 60, the same system as the Brazilian colony of Novo Rio. In fact, the Brazilian colony was only possible because the UK built jump gates leading to Kruger 60. Australia also has a colony on Pendragon, while Canada has established a colony in Kuiper 75, adjacent to Barnard's Star. The three English-speaking nations are on friendly terms so the UK does not face the same potential problems as in Russo-Manchurian or Centauri Arms. There is still the possibility of tension with Brazil in the longer term and other powers may turn their attention to the Avalon Arm if their own explorations do not yield suitable results. For the moment though, the United Kingdom is content to build up its resources in relative peace.

The downside to the UK's concentration on commercial operations is that the Royal Navy at the start of the 22nd century is not as powerful as some of the other leading nations. The Royal Navy has the best laser technology in known space but does not use missiles at all, which makes it difficult to engage enemies in deep space. Strategic doctrine is to hold key jump points or force the enemy to engage by attacking important targets such as shipyards. The Dreadnought class battlecruiser, the Resolution class jump cruiser and the Tribal class destroyer are equipped with the most powerful energy weapon in service with any navy, the 25cm Ultraviolet Spinal Laser, plus several 20cm lasers. The Agincourt class escort cruiser provides missile defence using its six twin 10cm laser turrets and the Dreadnought uses two of the same turret design as a secondary armament. Military jump capability is provided by the Resolution class, built on a Dreadnought hull but with a jump drive replacing the 10cm turrets, part of the senior suite and two of the 20cm lasers, In total, the Royal Navy has thirteen major warships. As would be expected from a mercantile power, the United Kingdom has one of the largest commercial fleets including terraformers, fuel harvesters and construction ships. One unusual vessel is the River class Mobile Jump Gate, a slow moving vessel intended to hold station on jump points, effectively extending the jump gate network for commercial traffic.

The United Kingdom starts with a total population of 420m (300m on Avalon, 20m on Pendragon), six shipyards with a capacity of 54,000 naval and 330,000 commercial, twenty-two research facilities and 165,000 research points.

Title: Re: Starting Forces

United States

The United States entered a period of isolationism in the early part of the 21st century, withdrawing from its previously dominant position in world affairs to look inward. US military power was not available to counter gradual Russian expansion and an increasingly aggressive China. Eventually, India was the nation that drew a line in front of China and sparked the devastating Sino-Indian war. The United States remained aloof during the aftermath as Japan and Russia dramatically increased their territories and overall power. The once mighty US military declined as a growing portion of the annual budget was devoted to ever-expanding welfare programs. Across the border in Mexico, the country was collapsing under the weight of increasingly violent wars between drug cartels who were beginning to use heavy weapons, including artillery and armour. Hundreds of thousands of refugees spilled across the borders, overwhelming the border patrol. In 2048, two drug cartels clashed in a fierce battle in Ciudad Jaurez which spilled over the border into the US city of El Paso. Hundreds died and the city suffered severe damage. The US President, elected on a promise to increase welfare spending once again, demanded reparations from Mexico but would not authorise any cross border retaliation or other use of force.

The governor of Texas, incensed by the complete absence of leadership from Washington, mobilised the Texas National Guard and invaded Mexico. The President tried to federalise the National Guard but the Texans simply ignored him. A large number of volunteers from the Arizona and New Mexico National Guards arrived to join the Texans and brought their armour and aircraft with them. The President ordered the Joint Chiefs to use force to end what he regarded as a rebellion. Given that the President refused to use the US armed forces against a foreign aggressor, but was prepared to start what could easily become the second American civil war, the Joint Chiefs were in a difficult situation, especially as they were not convinced US troops would obey the order. Therefore, they all informed the President they could not follow the order and resigned, as did their deputies. There was a groundswell of support across the nation for the actions of the border states and the President's already low approval ratings dropped into the abyss. Congress, seeing the potential catastrophe if the President could find a military unit willing to fight the Texans, started impeachment proceedings.

Within a month, the President and Vice President had both resigned and the Speaker of the House, who was from Arizona, was the new President. He backed up the punitive Texan expedition with the full might of the United States armed forces. The retaliation for the El Paso massacre turned into a full-fledged war, with the new President determined to eliminate any further threat from the failed state to the South. The old sense of national pride was returning to the United States and the population was firmly behind the armed forces. The drug cartels stood little chance against a real military and the war was over within six months. Mexico was annexed and its states became US territories; eventually, they would each apply for statehood. The war became a turning point in US history. Dependence on the welfare state became socially unacceptable and the desire for self-reliance returned. The United States started to look outwards once again and the discovery of Trans-Newtonian Physics opened up a new frontier. Research & development became a priority as the US tried to make up the ground lost during its years of isolation.

After the independence of Mars and Alpha Centauri, the Columbia and Astoria colonies were established in Lalande 21185 and WX Ursae Majoris respectively. Lalande was adjacent to Sol with WX Ursae Majoris one jump further out. The ruins of an alien settlement were located on Columbia, along with an advanced alien installation dedicated to biological research. Seven different minerals were present in substantial quantities, albeit at generally low accessibilities. However, the two planets closer to the system primary than Columbia, both Venusian worlds, had more significant deposits. The innermost had ninety million tons of accessibility 0.6 Duranium and seven other minerals while the second planet had huge deposits of all eleven minerals ranging from 0.1 to 1.0 accessibility. Although Columbia was not an ideal habitable world when colonised, due to the low oxygen content, US terraformers are expected to bring the oxygen level up to breathable by around 2102. Astoria has no atmosphere and no minerals and was settled due its strategic location in a crossroads system.

The United States is a first rank military power, operating thirteen major warships, seven survey ships and a wide range of commercial vessels. The four Shiloh class cruisers are armed with the RGM-1A Sabre, one of the best anti-ship missiles in service with any navy. The Sabre has long-range and a large warhead but is let down by the fire control on the Shiloh, which has a maximum tracking range of 85m kilometres compared to the 129m kilometre range of the missile. This will be corrected with a refit once US sensor technology is improved. The Ticonderoga class escort cruiser provides anti-missile defence while the Spruance is a capable energy combatant. While US technology has fallen behind that of Japan and is comparable with other major nations, such as Russia, Germany, France and the United Kingdom, it has more research facilities than everyone except Japan and the most productive economy in known space. The US is on an upward curve and most analysts expect it to regain its former superiority.

The United States starts with a total population of 600m (including 40m on Columbia and 10m on Astoria), six shipyards with a capacity of 60,000 naval and 380,000 commercial, twenty-four research facilities and 165,000 research points.
