Sectors

I can't seem to make them work.  I've looked through all the tutorials, but I can't find any buildable installation along the lines of sector HQ, nor any research that sounds remotely similar.  In the sector tab I can't make any new sectors, nor do any available planets/systems appear.

You need the Improved Command & Control technology first, which will allow you to build sector Admin buildings, which will allow you to designate sectors.

Follow-up question. . .

OK I've created a Sector HQ on Earth. 
How do I assign someone to it? It's not listed among the staff positions in the commanders window.

It is a civilian administrator function; not a military command.   Look for it under Commanders/Civilian Administrators.   It will say "Governor of Earth Sector. "
