Can I salvage wrecks in sort-of-friendly systems?

I've got two neighbors.  I get along well with both, giving and receiving trade access to both.  They're at war with each other, though, and there are wrecks everywhere.

Can I go into their home systems and salvage these wrecks without offending them?  (My salvage ships are civilian.)

No with a but. They'll be offended by your ships presence, but if its limited and you can stay off-scan you might be able to avoid any significant consequences.

Update: I went in, taking some care to send only civilian ships.  I was able to salvage a great many ships and then leave without being fired upon.  I don't know if I set relations back any with this scheme, but both races have since offered friendly status and geo sharing, so whatever damage I may have done has been more than repaired by the diplo squads.
