Civilian fuel harvesters

Is there any way to buy their fuel, like we can buy the rescources from civilian mining colonies?

Yes, you move a ship to them and refuel from them. If you do you will have to pay some wealth for doing so.

So... you can take a tanker and move it to them, fill them up and move them back to a base.

I like to make long life, range and low speed fighter sized mini tankers and set them to continuously pickup from the civvies.
