For decades the Terran Republic Space Command has dreamt of a planetary defense network that would utilize passive ground-based sensors to direct fighters assigned to important colonies and other strategic locations.  This dream has been a long time coming, partly because deep-space tracking stations are time-consuming to produce, and partly because fighter production has remained low due to limited industrial capacity.  Now that the Navy is outfitting a 5th Starhawk squadron and is looking to the future for more, the time will soon come when such a defense network will be a reality. 

The Offutt-class fighter base is intended to be the Navy's primary fighter base for the foreseeable future.  Simple, durable, and relatively inexpensive, the Offutt's generous hangar bay can accommodate a wide variety of mission profiles.  It also features a modest ability to refuel and rearm its own craft.  Due to its compact size a prefabricated Offutt can be deployed by a single freighter to anywhere it is needed.

The Offutt has no offensive weaponry or sensors of its own, but it does feature a pair of Phalanx CIWS-120 miniguns for point defense.

The Hickam-class fighter base was the first defense installation produced by the Republic.  It is little more than a bare-bones, moderately armored hangar, but it provided a valuable staging area for fighters in the years when nothing else was available.  As the Hickam has been superseded by the Offutt-class, no further units will be produced.

As the Republic has expanded the Navy came to realize that it would not be able to protect all the colonies all the time.  Although the Mellor-class cutters have provided valuable piracy suppression, it is unlikely that a colony system's typical complement of 1 or 2 cutters would be able to stop a dedicated surprise attack.

In such a scenario, the Cheyenne Mountain-class missile bases are the units that would shoulder most of the heavy fighting until the Fleet can arrive.  Heavily armed and even more heavily armored, these bases were designed to be a match for any two or three comparably sized heavy warships, or a small fleet of lesser vessels.  This unit's only drawback is that it does not mount any beam or projectile turrets, but in order to keep the base's overall size within the bounds of reason that capability was delegated to a future class of auxiliary bases.   It takes approximately 6 months to prefabricate one of these bases on Earth, depending on the amount of industry allocated, followed by 9-12 months of assembly on-site for most worlds in the 25-30 million population range.

Units in class:  3 (1 each on Mordia, Darwin, and Cerberus).  Every world with a population above 25 million will eventually receive at least one of these bases.
