This is a modification to missiles that reduces the damage from a missile warhead and increases the radiation effect on planets. So if you researched up to level 5, a missile with the Enhanced Radiation option would only cause 20% of normal damage but would cause five times as much radiation damage when used against a planet. if you are a race that likes to think in the long term, or perhaps you are just plain evil, you can eventually kill off a population by radiation while minimising industrial damage.
