Spoiler races and NPRs

There is a Star Swarm queen in the homeworld system of one of my NPR allies.  And it doesn't look hostile to them, in fact it only chases my own ships, and nothing happens if I leave the system.  The NPR will occasionally shadow the queen with a few ships, but they won't shoot on them.  The queen (and its offspring) is generally uninterested in any NPR ships or colonies.

I thought the Star Swarm was uncapable of diplomacy and hostile by default towards everyone else, is that not the case?

What detection rules do you use? I think there is a setting that aliens will not be able to detect eachother unless you have a ship in the system.

That, and so any action aliens get has you participating (for RP reasons).
Give a man a fire and he's warm for a day, but set fire to him and he's warm for the rest of his life.

I'm using "Normal in all system", so I suppose they should see each other, but even if I have a ship in the system nothing happens, except for the Queen chasing my ships and ignoring the NPR's.

Maybe it's that same sistem truce thingy (sorry makes some time i don't play the game)

Do we know it triggers at game start rather than system discovery?

It triggers on system generation.

Ah, so that answers the op then.

That's going to be an unpleasant surprise for the poor NPR in a few years time then.
