Here is an example of what I mean. A Pre-TN Start with Militarised UN

If anyone finds what follows useful please let me know. I hope to use this as a conventional start when 4.26 is a little more stable, I have more time and 4.3 is not just around the corner. One of the starting premises is hat the Outer Space Treaty is still in effect and enforced by a UN with teeth.

[center:o834s173]A Campaign Beginning[/center:o834s173]

[center:o834s173]Earth in 2055[/center:o834s173]
By 2055 the World had coalesced into some 14-17 power blocks, not all of them equal.

[center:o834s173]The North American Free States (NAFS)[/center:o834s173]
With the shutting off of EU markets in the crash of 2032, the USA had finally managed to reach agreement with Mexico and Canada plus much of the Caribbean to form an initially lose trading alliance know as the North American Free States (NAFS), which tightened as the decades wore on and the benefits of being part of the World’s premier military machine became apparent and prosperity and the rule of law finally trickled into Mexico. The NAFS had seized the high ground most literally, establishing a Moon base and hanging a nuclear damoclean sword over the World in defiance of the Outer Space Treaty (1967).  The threat is implicit rather than explicit, no weapons have been admitted to being installed on the Moon, but no UN inspections have been allowed onto the base, and while having all the appearances of a military installation the NAFS insists it is a “purely civilian” base. (The NAFS is incidentally leading a move to reform this treaty to enable the emplacement of “defensive” nuclear weapons on celestial bodies).
Composition of NAFS: American Samoa, The Bahamas, Barbados, Bermuda, Canada, Costa Rica, Guam, Haiti, Jamaica, Marshall Islands, Mexico, Northern Mariana Islands, Puerto Rico, Saint Lucia, Saint Vincent and the Grenadines, Solomon Islands, Trinidad and Tobago, United States, U.S. Virgin Islands

[center:o834s173]The Union of Central and South American Nations (UCSAN)[/center:o834s173]
In the rest of Central and South America the Union of Central and South American Nations (UCSAN) started as a move to avoid being swallowed by the North American Free States and eventually controlled that continent. Unfortunately the prosperity of the UCSAN has a long way to go to catch up with its Northern neighbour. Most of the politics for this alliance are internal with much wrangling over the placing of prestigious projects in various member countries.
Composition of UCSAN:  Argentina Bolivia Brazil Chile Colombia Dominica Dominican Republic, Ecuador, El Salvador, Grenada, Guatemala, Honduras, Nicaragua, Panama, Paraguay, Peru, Suriname, Uruguay, Venezuela

[center:o834s173]The European Union (EU)[/center:o834s173]
. The European Union (EU), a union of nearly 50 nations which by 2045 had finally started to act like a United States of Europe, but its military organisation was still less than it could be, but with a definite nuclear bite.  Its population was probably the largest of the first world alliances. The depression of 2031-2037 had turned the Union inward. Following American protectionism it formed its own protectionist policies, which meant individual nations outside the Union, could no longer gain access to the EU’s lucrative markets without joining first. Thus the EU slowly swallowed most of what was Eastern Europe to border Greater Russia. It’s GDP income was immense and should be unchallenged by any other Federation, but its inefficiencies were such that it was only a little a head of NAFS in the world income stakes. However the EU had not totally lost the ability to be aspirational and in 2050 had announced to the World that it would colonise Mars, inviting all the other Alliances and Nations of the Earth to join it in this mammoth undertaking.  The NAFS was too busy policing the world and although there were some polite noises from Oceania and the SAC the World ignored this announcement as another false start in space after the NAFS abandoned their nascent colony on Mars in 2033.
Composition of EU: Albania, Andorra, Aruba, Austria, Belgium, Bosnia and Herzegovina, British Virgin Islands, Bulgaria, Cape Verde, Cayman Islands, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Faroe Islands, Finland, France, Germany, Gibraltar, Greece, Guernsey, Hungary, Iceland, Ireland, Isle of Man, Italy, Jersey, Latvia, Liechtenstein, Lithuania, Luxembourg, Republic of Macedonia, Malta, Monaco, Montenegro, Montserrat, Netherlands,  Poland, Portugal, Romania, Saint Helena, San Marino, Slovakia, Slovenia, Spain, Sweden, Turks and Caicos Islands, Ukraine, United Kingdom

[center:o834s173]The Greater Russian Federation (GRF)[/center:o834s173]
The Greater Russian Federation was in eclipse but its nuclear arsenal was still a potent force and with vast reserves of natural resources. It was another nation hurt by the depression and without the big internal markets had taken longer than others to recover. The GRF had fallen back into collecting small states on its periphery and incorporating them into “the greater whole” but this habit had been curtailed as it bumped up against the EU.  It was not overtly hostile to the other first world alliances but self-interest has been paramount in its dealings with foreign powers.
Composition of GRF: Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia, Serbia, Tajikistan, Turkmenistan, Uzbekistan

b][center:o834s173]The Islamic Caliphate (IC)[/[/center:o834s173]b]
The Islamic Caliphate was formed by a merging of a radical Pakistan and a radical Afghanistan after the Taliban/Al Qeda alliance finally won a very long and bloody war which the Western World had no will to fight and ran out of money to throw at the problem during the depression. The threat of nuclear war in this area has now increased dramatically with a series of terrorist outrages in India and attacks along the Kashmiri border. The IC is currently the subject of a UN resolution demanding the surrender of all its nuclear capability.
Composition of IC: Afghanistan, Pakistan

[center:o834s173]The Middle Eastern Islamic Alliance (MEIA) or Islamic Alliance (IA)[/[/center:o834s173]b]
This formed out of Iran and its client states and would except for the nuclear arsenal of Iran be of minor consequence. MEIA have good relations with the IC, about the only alliance on the planet to have any relationship with it at all.  This state is currently under a UN order to cease its attacks on the IOC. It also has recently incorporated Indonesia within the alliance, which gives it more reach.
Composition of MEIA: Indonesia, Iran, Lebanon, Syria, West Bank and Gaza, Yemen

[center:o834s173]The Union of Middle East & African Islamic States (UMEAIS)[/center:o834s173]
To defend against the aggressive Islamic nations in the middle East, less overtly militant Middle Eastern nations and eventually North African countries formed The Union of Middle East & African Islamic States, bank-rolled by Saudi Arabia and other oil rich nations, but with no nuclear arsenal of its own it was dependent on the good will of the EU or NAFS to provide that protection, although there was a persistent rumour of a nuclear programme based on the Libyan project dismantled in the early 2000’s.
Composition of UMEAIS: Algeria, Bahrain, Egypt, Iraq, Jordan, Kuwait, Libya, Mauritania, Morocco, Oman, Qatar, Saudi Arabia, Sudan, Tunisia, Turkey, United Arab Emirates

[center:o834s173]The Peoples Republic of China (PRC)[/center:o834s173]
The Peoples Republic of China (PRC) had become the super power it was always destined for, although its industry was not yet up to that of the EU or NAFS and it had suffered severely in the Bankers Depression of the 2030s. The PRC’s relationship with the Indian Ocean Compact had stayed fairly benign, but the relationship with East Asian Cooperation Sphere tended to run rough at times with occasional hotspots as Japan reasserted its global position. Worse still were the relations with the Islamic Caliphate after evidence was found linking it to Islamic unrest within China. One restraint on the Islamic Caliphate is the prospect of China involving itself with their enemies against them.
Composition of PRC: Burma, People's Republic of China, Hong Kong, North Korea, Macau, Mongolia

[center:o834s173]The East Asian Cooperation Sphere (EACS)[/center:o834s173]
Further east the East Asian Cooperation Sphere (EACS) united to avoid being swallowed by the PRC piecemeal, centred on a resurgent Japan, which provided the economic and military muscle of this compact.  South Korea held out from joining this alliance and eventually became a UN territory. There was tension with the GRF as Japan campaigned for a return of its former island possessions but without much chance of their return. The EACS has good relations with both the EU and NAFS, regularly exchanging scientific and technical expertise.
Composition of EACS: Cambodia, Japan, Laos, Malaysia, Philippines, Singapore, Taiwan (Republic of China), Thailand, Vietnam

[center:o834s173]Oceania[/center:o834s173]
The poor man in the Pacific area was Oceania, formed from Australia, New Zealand and other pacific nations, hindered by its low population base, but otherwise mostly a first World alliance, but its nuclear guarantee was provided by a formal alliance with the NAFS. Lately Oceania has taken steps to increase its defence budget and develop ties with the IOC in the face of increasing bellicosity from the Indonesian arm of the Islamic Alliance.
Composition of Oceania: Australia, Cook Islands, Fiji, French Polynesia, New Zealand, Niue, Palau, Papua New Guinea, Samoa, Timor-Leste, Tokelau, Tonga, Tuvalu

[center:o834s173]The Indian Ocean Compact (IOC)[/center:o834s173]
Facing the PRC and EACS was the Indian Ocean Compact with India as its mainstay along with a few other Indian Ocean states, embattled on one side by the PRC on the other by Pakistan. The compact was formed by India¸ Bangladesh and Sri Lanka after an attempt by a radicalised Pakistan to blackmail Bangladesh back into a union by the use of nuclear weapons was uncovered. This area is on the brink of a nuclear war.
Composition of IOC:  Bangladesh, India, Sri Lanka

[center:o834s173]Africa[/center:o834s173]
Then there was Africa, The developing world. After a series of “strong men” had wracked the continent, the eventual result was a series of alliances, all but one poor, the exception was the Southern African Confederation (SAC), centred on South Africa and with a limited nuclear capability after the resurrection of the abandoned successful South African nuclear programme in the 1980’s. It currently has a left leaning government with many links to both the GRF and China. Then there was the reasonably stable Union of East Africa (UEA), which has potential but many not be allowed the time to develop it. The aggressive West African Alliance (WAA) has expansionist tendencies under its current leader the threat of war with it neighbours is high and many in the first world think it is only time before the inevitable happens. Finally there is the unstable Central African Alliance (CAA), with the resources of the Congo but still with limited control over who benefits from them, a sleeping giant liable to be murdered in its bed.

Composition of SAC: Angola, Botswana, Comoros, Lesotho, Malawi, Mauritius, South Africa, Swaziland, Tanzania, Zambia, Zimbabwe.

Composition of WAA: Togo, Benin, Burkina Faso, Cameroon, Côte d'Ivoire, Gabon, Gambia, The Ghana, Guinea, Guinea-Bissau, Liberia, Mali, Niger, Nigeria, São Tomé and Príncipe, Senegal

Composition of UEA: Kenya, Burundi, Djibouti, Eritrea, Ethiopia, Mozambique, Rwanda, Uganda

Composition of CAA: Central African Republic, Chad, Democratic Republic of the Congo, Republic of the Congo, Equatorial Guinea

[center:o834s173]The United Nations (UN)[/center:o834s173]
The joker in the pile was the UN after decades of near irrelevance and bankruptcy it had started to build its own power base.  During the formation of UCSAN Belize did not want to be swallowed by what it regarded as hostile and exploitative neighbours. It thus negotiated a position where it became a UN territory, run by and for the UN. Not long after this, Nepal, finally disillusioned as being used as a source of high quality mercenaries for the UK and India decided to stop this practice, but the shortfall in income was potentially disastrous, and what other saleable skills did the country have? The government came to a decision, it would offer the services of its people as a permanent ground force for the military arm of the UN and ask to become a second UN Territory.  The world at the time was in the middle of another depression and the thought that the UN would not require all the funding and resources previously supplied by the rich nations swayed their votes to allow this second acquisition.   For high tech equipment the UN would still have to beg from the first world powers, but it now had some 50 battalions of first rate troops to call its own, India was sorely hurt by there loss and only their threat of immediate nuclear retaliation against Pakistan prevented another border war.
The UN has continued to pick up odd countries here and there, and its independent military force is watched closely by the big powers that veto any proposal to provide the UN with the ability for force projection. {There are however rumours that this does exist for a single division, but is hampered by lack of a sufficient logistics train.}  The next big breaks for the UN came when the UK ceded the Falkland Islands to the UN (who immediately stationed a Ghurkha battalion there) and the succession of South Korea as an alternative to either joining a Japanese lead Co-prosperity Sphere, which they just could not stomach or being absorbed by China. Many nations then saw becoming a UN Territory as a way to preserve their individuality in the face of being swallowed by a large alliance. Once they become a Territory, countries are left with an internal local government so long as its competent, adheres to the UN Charter and human rights tenets while external relations e.g. defence and foreign relations become the domain of the UN. Political corruption is left alone so long as it does not significantly exceed that of the first world. Significant recently admitted Territories include Switzerland and Norway. The UN military capability has continued to improve and is now the equivalent of many first world armies with the Ghurkhas still forming the formidable core.
The choice of becoming a Territory for some countries is seen as an alternative to becoming overwhelmed by a more powerful neighbour. One of the great UN success stories was the pacification of Somalia and the introduction of a stable civilian government, although it did tie up a large proportion of the UN Ghurkha forces for many years. The UN still tries to maintain Global peace and enforce the Outer Space Treaty (1967) banning nuclear weapons in space. [The NAFS claim their non-existent nuclear weapons on the Moon are purely defensive in nature to protect their interests!]. The UN maintains a launch facility in Guyana and regularly deploys spy satellites to monitor other alliances.
Composition of UN: Anguilla, Antigua and Barbuda, Belize, Bhutan, Brunei, Cuba, Falkland Islands, Greenland, Guyana, Kiribati, Kosovo, Madagascar, Maldives, Micronesia, Namibia, Nauru, Nepal, New Caledonia, Norway, Saint Kitts and Nevis, Seychelles, Sierra Leone, Somalia, South Korea, Switzerland, Vanuatu

[center:o834s173]Israel[/center:o834s173]
Still on the world stage was the state of Israel. Backed by NAFS and with its own nuclear deterrent it still occupied centre stage in the cauldron of the Middle East. While still locally dominant the alliances surrounding it were gaining ground, it might not be long before a new trial of arms began.

Steve Walmsley:
Fascinating report!

The first two ships surrendered due to a bug that is fixed for v4.3. Precursors should never surrender. I have no idea why the last few ships didn't run away though. They had plainly exhausted their missiles and presumably run out of reloads so I guess it's possible I programmed something in to turn them passive in that situation to avoid a lot of non-combat capable precursors running around the galaxy, but I don't remember doing it.

Beersatron:
Good writeup

Steve, do you automajically reload precursors? I've noticed that while trying to chase some of them down after absorbing their missiles that after time they will start firing again one missile at a time, and they haven't left my sensors to reload anywhere.

Ian,
Good write up.  You might want to have a look at your grammer/spell checker it seems to have turned quiet into quite throughout your text.
