Can tugs pull ships that have their engines off?

Is it possible to have a tug pull a ship that has its engines turned off?

I was wondering if this could be used to save fuel by having a tug with efficient engines pull a military ship that has powerful but inefficient engines to the front-line. After which the tug detaches and the military ship goes into combat on its own power.

If i recall correctly, hooking up a tug automatically kicks the military engined on, as a bug.

I think IceBall3 is correct about the Mill Engines coming on when a Tractor beam is Affixed to any Ship/Base/Structure.
