Population surrender mechanics

I found a planet with Star swarm troops(?) on, a CV of 520 and thermal of 75. Hmm my army is already on another planet and pacifying that population so I started to target this planets troops, the atmosphere reduced my laser to only 25% effectiveness but after one 12 laser salvo the population surrendered... :o ???Almost as the civilians are in command and orders its troops lay down their arms, plausible but strange...
So my question is: Is there only a military solution, destroying all military units or can I bombard a planet to submission without killing its troops?
Will star swarms even use ground troops?
