On the far right, above center is 3 systems with think red rings around them. Tau Ceti has a Star Swarm in it (thats the flag and ship icon) and at last check the others had none. Also note that Tau Ceti is completely colored light blue. I toggled all the display settings to see what could be causing it and it appears to be out of my control.
It looks like the colour circles you get for sectors, showing which systems are in which sector. Is that possibly the reason in this case?

I didn't have a population in that area and definitely no sector. I've moved on to a new v5.01 game - I'll see if it pops up again.

I had a couple 4.9 games with over a hundred systems explored. I deleted the 4.9 executable, though, so I can't show the maps off. (And I couldn't fit them on the screen, anyway.)
As for the red circles around those three systems, that means they're selected to be moved as a group. Shift-drag one of them, and the other two will follow. You select them by clicking on the background and dragging a box around them. Drag an empty box and they'll be deselected and look normal again.
