Nobody can give you an exact answer because each NPR is different. We cannot say how much Ground Unit Strength they have researched, or how many units they have.

As a rule of thumb, always bring in more troops than you initially think is required.

They should be able to replenish any combat unit in the same location, regardless of if they're in the same battalion.

As far as I can tell, no.  HQs improve a unit's morale, which in turn allows them fight longer as well as improving their attack and defense stats.  Attack and defense are useless for replacement battalions, and I don't think higher morale means anything to them either, so HQ space is best used on other troops.
