My best sector commander yet

I've never seen such a good civilian administrator as my present earth sector commander:
Tiberius Lusius Captio has:
15% shipbuilding
20% factory production
40% wealth creation
45% mining
10% terraforming
20% population growth
35% ground unit construction rate

What is / was your best commander?

Amber Kirk in my game has:
Admin 6
Shipbuilding 65
Factory Production 15
Wealth 55
Mining 35
Population Growth 45
Ground Unit Construction 10
Diplomacy 10

And he's the 2nd generation Sector Governor.  The first one... guess what, "bought it" in an accident.  What luck. 
Mr Charles Giles had slightly better stats in the areas that mattered (factory production 45 for example, but ships only at 30)

I know this is an old thread but I just have to shout about this guy. 

In the schizophrenic Central Stars campaign (Fantasy ship and system names, Lord/Scholar/Yeoman-Baron rank naming scheme, UK officer names)
I have this real jewel of an administrator:

Lord Jordan Morgan
Admin 6
Politics 10%
Shipbuilding 55% (!!)
Wealth 15%
Mining 40% (!!)
Population Growth 10%
GU training 20%
Logistics 10%

and... a whooping 80% to construction rate!

80%!!!

At 25bp per factory, 2000 factories, and a 55% factory production for sector governor, I have 103194 annual production.  ONE. HUNDRED. THOUSAND.
Enough to build a research lab in 8.5 days...

I created a medal specially for him.  I know it doesn't do anything on admins, but hey, he's worth it. 
Also "paid" him handsomely.  SM-ed out his "poor family" trait and SM deducted 2000 wealth from my treasury. 

I think I might abandon the campaign when he stuffs it.  Everything will feel SO slow.

I would like to. 

But I don't have the population to support more factories.  As it is, I have construction rate 30 coming up some time next year.  (after the rash of new systems get done)

Perhaps if I shipped my fuel production elsewhere I could stuff another 400 CFs.  And if I can find a planet to build missiles on, that's another 360.  Hmmmm.... XD
Actually, may as well use my population centers right?  The ones that flip between +- 25m.

hell, keep producing factories but ship them off to the front as your capacity gets population limited.

I have some smaller planets with ~200 million on them that are pop sources now.  They can each support 60 research facilities.  I've found that great for otherwise worthless planets.

I wish i could move financial centers to such worlds :(

My shipyards will undoubtedly feel the pinch as I lose 45% of my base shipbuilding rate.  Well, at present, I build ships faster than I build missiles so.  =|

And Factory 70.  You will not need the extra boost for shipbuilding that your old commander had, just use some factories to make some of the most common parts of the ships.  For example if you have the engines and most common sizes of weapons pre-made then the construction time is reduced by the portion of the total cost that those use up.  I have often managed to get a ship that would take 2 years normally to be built in 3-4 months.

Yes, well, but losing 45% shipbuilding rate hurts.  Alot.  As it is, I only lost 10% factory production, while painful, isn't that bad since I build facilities faster than I can grow population to staff them. 

But then, the problem with shipbuilding is that pop. growth facility expansion + ship parts *doesn't* use all my factory production.  The chokepoint is either population or shipbuilding rate.
