Custom Race Problem

I've been trying to create a custom civilization using the directions from the aurora wiki, but everytime I get everything set up, one of two things happens.

1.  The game spawns a massive fleet of non-hostile ships right on my homeworld (Arlon)

2.  The system right next to me has active hostile ships spawned in it that attack me the instant I traverse a jumppoint.

I've tried anything I could think of, even when generating the systems I'd check surrounding systems for ruins or pops before choosing to have my civ there.  But this ALWAYS happens.  What am I doing wrong???

The best way to get help with problems with Aurora is to post them in the Academy. It might be best to start a fresh game to avoid upsetting the neighbourhood when a new faction shows up.

Edit: In before Johns daily "questions go in Academy" responce /ninja

LOL/Thanks :)  I get really tired of making that response ....

I actually mostly try to only hit Mechanics, Bugs, and Suggestions with that one - these are the ones that are the primary new information channels with Steve so it's good to keep the signal/noise high in them.  Although I was just thinking moments before I saw this reply "wow, I think we've got the biggest scattering of forums today in which new users are posting questions since we did the FAQ" - they're showing up all over the place!
