Unemployment

As I was writing up the 20 year summary for the SDW, I thought about how I'd converted 1200 mines to automated mines and basically unemployed ~250 million citizens.

There should be some either unrest (unhappiness with being out of work) or wealth reduction (welfare/dole) in place to make this a less viable alternative.

In the past I have avoided any penalty for "unemployed" population because some planets just aren't suitable for heavy industry and generating wealth becomes the main reason for the colony's existence. Perhaps once I get moving on the civilian traffic, a lot of unemployment would generate more "civilian" colonists.
