one way jumpgates

I don't know why, but sometimes when I build jumpgates with my small jumpgate construction ship I get one way jumpgates, while other times they're two way (they appear also in the destination system, the destination systems gets his (JG) icon and info on the fleet group and is perfectly usable)

why is that? the two way jump gate that sometimes happens was built only from the source system.

Building a jumpgate only makes a gate on one side.  It's possible there was already a jumpgate on the other side in your prior case.  The game will randomly add gates to certain jump points during creation.
