Not sure if this is intentional or a bug or if I'm doing something wrong.
Multi-faction conventional Earth start. One faction wants to use PDCs to destroy their enemies shipyards. I've turned Active Sensors on, relations are hostile, but neither Missile Bases with the old, pre-TN ICBMs nor new PDCs with TN-missiles can target the shipyards. Populations and other PDCs, yes. They don't show up on the target list - neither in the Combat Settings tab for Individual Unit or the Combat Assignments Overview screen.

Do your missile bases have active FC , the default missile bases do not

Did you mean active sensors?

No I mean an Missile FC built with the active sensor system as opposed to the ICBM Control system missile bases from a conventional start have.

Yes, there are new PDCs and these have both AS and MFC.

I cannot think of why you are unable to engage the Shipyards. Do ships in orbit show up on your list of targets? (If there aren't any SM one in to check) This will show if its a problem engaging targets in space or something odd about shipyards

PDCs can't engage ground targets on the same planet. Shipyards used to be ground-based so I suspect the problem is something I missed when shipyards became orbital. I'll take a look at this next time I am working on Aurora
