Question About SM Add

I am setting up a multiple faction start and want to add additional ICBM PDC to some of the factions.  The ICBM PDC in Fast OB Creation (Shift + F9) is bugged for some factions and produces ICBM PDC based on the pre-v6.00 ICBM PDC design despite what the Design screen otherwise states for these factions.

I tried to use SM Add under Economics (F2) -> Industry.  However, SM Add is always grey, even when I select an ICBM PDC or create an ICBM PDC project and then select the project.  How can I use SM Add to add additional ICBM PDC to some of the factions?

As described in my first post, Fast OB Creation (Shift + F9) is bugged for some of the factions I created.  Instead of producing ICBM PDC with respect to crew berthing and morale, it produces ICBM PDC based on the pre-v6.00 design.  This then causes all sorts of errors when I try to play.  I checked and even recreated the ICBM PDC designs for these factions in the Design screen and they are correct.  I even tried recreating the game setup from scratch, but the bug persists for some factions.  I have yet to figure out the pattern for which factions the bug impacts.

Try the same in a new game and see if the condition persists.
