Slowed due to damage

So, something occurred in my game that has left me scratching my head. I have two survey ships running around in a particular system scanning gravitational and geological sites. One of the two ships has just been slowed due to damage. Here is what confuses me:

1. No weapons fire or contacts besides my own ships are detected.
2. No impact to the ship by weapons fire seems to be indicated.
3. No follow up attacks (if it even was an attack) is indicated.
4. No maintenance failures have occurred and even if they had, the ship has plenty of maintenance supplies to repair.
5. The ship has over 50% fuel so that doesn't seem to be an issue.
6. The damage control interface on the ship itself does not appear to show any damage.
7. The system is not a nebula.
8. The ships engines both appear to be intact, however, indeed, I cannot raise its speed above 2083.

Any thoughts as to what may have happened here?

Maybe you've met the extremely rare and hardly known 4th spoiler race.   Just Kidding (JK).

It really does sound like a head scratcher, I hope you find out what is causing this issue.
I weary of the chasssse.  Wait for me.  I will be mercccciful and quick.

Indeed. And about two months later, the second ship suffered the same malady. I've decided to post the design specs here as since it seems endemic in these two ships, I worry there is something in the design I am missing.

Did you change the class to make the Refit B, or did you copy the original and then modify the copy?

Did you change the class to make the Refit B, or did you copy the original and then modify the copy?

I copied the original and then renamed and modified the copy. Perhaps of interest, I did refit this ship from an earlier class iteration.

I was just noticing your design has a speed of 2083. So the ships of that design can't go any faster.

That....is a fantastic observation. I feel 50% silly, but 50% confused still. The ships were, absolutely, going faster than that for quite awhile before the message indicated they'd been slowed due to damage appeared. No SM trickery at all either. Any idea why it would suddenly generate that message so much later?

That's why I asked about modifying the design. If the new design was slower than the old, the ships of the old design don't always update to the new design right away. They usually do when you open them in the F6 screen. Then they'd drop speed.
