Returning player - basic trouble!

Hi,

Returning a bit to Aurora after a while.

A basic... I can't initiate the construction of my first grav survey ship... I'm missing something but I fail to see what. The ship design is done, I have a civilian SY with ample capacity and free slipways (it is doing nothing), and yet I don't see the ship class in the construction list. Please help

That said, I see that 6.21 features a Space 1899 campaign. I miss inspecting the previous campaign, with US, Russian, Chinese, etc. Should I revert to (make a copy install) 5.4 to get it back?

Grav survey ships are military, so can´t be build in a civilian yard.
