This should clear it up, honestly. CMCs can form on planets.

Wiki says "on mineral rich planets, moons and asteroids" and I have so far seen only on comets and asteroids.
I am now waiting if they claim that Mars, at last.

I has CMCs at terrestial planets (Procyon-A II, for example).

Asteroids and comets are the only bodies capable of spawning CMCs.

Can Civilian Mining Complex (CMC) appear at any type of body beside stars? Planets, moons, asteroids, comets.
