Military ships traveling sub-max?

I've noticed that my military ships like to cruise at about 1/3 max velocity, while commercial ships are happy to zoom along at max.  I can tell the military to go faster, I'm just puzzled why the default is so slow.  Any ideas?

I've seen that when I send them out to do training.  When I end their training, if I don't manually reset their speed to max they'll be at greatly reduced speed.
