Mb i see something wrong, but it's look as no effect on mining(I se no effect on mining page).
Mining is not a production or i make mistake?

At the bottom of the Mining tab you should see a panel called "Mining Modifiers."
This panel has a column called "Manu Effic" which is the manufacturing efficiency modifier.
This modifier applies to normal mines only. Does not apply to auto mines or orbital mines.

the Economic Production Modifier would be 80%.  This modifier affects all of your production (factories, shipyards, etc. )

if EPM no effect on mining what else besides factories and shipyards have effect from EPM? All factories(as fighter factory, ordnance factory) and nothing else?

EPM affects anything that is produced by an installation that requires workers.
EDIT: I am mistaken. I was thinking of the Manufacturing Efficiency Modifier, which affects everything I listed.

As in, the output of all of these installations:
Construction Factories
Fighter Factories
Ordnance Factories
Mines
Research Facilities
Shipyards
Ground Unit Training
Terraforming Installations
Fuel Refineries
Maintenance Facilities
Financial Centres

I am mistaken.
I was thinking of the Manufacturing Efficiency Modifier, which affects everything I listed.

I tested just now with negative wealth, and you are correct. No effect on financial centre income.
