Is it possible to move shipyards through jump points to different systems? I know they can be towed within a system via tractor beams, but I don't know the mechanics and/or possibilities for jump travel.

You need a Jump Gate on the JP, or a jump drive big enough for the shipyard. The shipyard size is 2 times the total building capacity (2*slips*maxtons). IE; 2 slipway, 5000 max tons yard, 2*2*5000= 20000 tons.
