Title: PDC Repair [q4x]

 - What it says on the tin, can we repair PDCs in Quasar 4x? We couldn't in VB6 which made me sad. :(

You know what?  That's a good idea.  I already have Refit PDC fixed up, it really needs to require a repair first like ships do.  I'll add that in the next release or two.

This is now live in v165.  Fixed a lot of stuff with pdc refits too, check the patch notes if you're interested
