Title: Spaceport & cargo handling component

Are the two working the same together additively or as multipliers? From the wiki, spaceport only works on loading, but the CHC works on both loading and unloading.

Are the two working on the same exact same things or more is more restricted than the other?

They should work together, but I haven't explicitly checked.
