Just a reminder.
10.5 million EU citizens will emigrate.
Emmigration will be determined by your diplomatic score + D100 + annual bonus.
You earn your Annual bonus by giving items (ships, technology) to the EU.
Currently the bonuses are.

What's our diplomatic skill? I think we should transfer all our techs for the hell of it, on the condition that the EU will not resell any.

Tech can be transferred, EU never "trades" tech away.

And if the RC does the same the EU will constantly be tech leader regardless of their number of labs.
