"How do I build a fighter?":

Fighters are built using a special form of industry - Fighter Factories.  To build fighters, you need to have design a fighter class and to have already built some fighter factories.  Go to the Industry tab of the Population and Production (F2) screen.  In the "Construction Options" pulldown, select "Fighters"  You should see a list of the fighter classes you have designed.  Select one, and enter the number of fighters to be built, the percentage of fighter industrial capacity to apply to the task, and the TG into which the new fighters should appear at the bottom of the panel, then hit the "Create" button to create the task.

"How do I design a fighter class?":

Through the Class Design (F5) screen, just like a ship.  A ship is classified as a fighter if it has qualifying engines and masses 500 tons (10 HS) or less.  It should say that it's a fighter design on the "Full Summary View" tab.  

Note that any ship massing less than 1000 tons does not require a bridge.

EDIT from Steve: A qualifying engine in v4.91 or earlier is an engine of exactly 1 HS. A qualifying engine in v5.0 will be an engine less than 5 HS. Note that adding hyper-capability to an engine will increase its size, which means that hyper-capable 'fighter engines' in v4.91 will disqualify a ship from being a fighter. They will be fine in v5.0

"How do I build Fighter Factories"?

The same way you build any other installation.  Go to the "Industry" tab of the Population and Production (F2) screen.  Choose "Installations" from the "Construction Options" pulldown.  Select "Fighter Factory", enter a number to be produced and a % of industrial capacity to be devoted to the task, and hit "Create".
