refueling hub (many ships to one)

Fleet have order (Transfer fuel to refueling hub).  But it didnt work at all.
I have a few small tankers and i want transfer fuel to one big tanker.  big one have refueling hub.  smalls have refueling systems.  reserved fuel on all ships set 0.

If i set order for big one "refuel from stational tanker" - target fleet with small ships - trasnfer do with speed of 1 refueling system fropm 1 ship (sad).

Update.
I have tried do it on other planet's orbit - it works!
And it works if i return fleets to main planets (just move, without refueling).  But if small ships have 100% fuel - it not works
