Precursors can.
Other than that no. Also it is customary to put Invaders, Precursors, and Swarm in Spoilers like this. Hence why those NPRs are often called spoilers.

I have like 200+ years played in 5-6 games o far
I put gates on every JP as default during game creation to allow more agressivness for  other entities in game
but I see none
that's why I ask
last few games I played relatively safe , in fear to have homeworld not adequately defended but ...

Try limiting the number if systems, with 1000 as the default there's a low chance of NPRs starting Nywhere near you

". . .  We know nothing about them, their language, their history or what they look like.  But we can assume this.  They stand for everything we don't stand for.  Also they told me you guys look like dorks. "

The Swarm can obliberate your worlds with a special ship raising radiation levels.

Other then that normal NPRs can be bastards especialy if they get better tech from the start. Steve can sing a song about that regarding the Belasco Commune.

Steves Campaign can be found here: http://aurora2.pentarch.org/index.php/board,194.0.html

Its one of his test campaigns for the new version and the first one for 6.40 as far as i see. Its not continued thought since Steve made some changes that broke some things and pushed him to start a new campaign.

I would suggest waiting till 6.4 comes out for a divided Earth unless you want to play each faction.
