A two part question
1. Does the "fixed name" button on the F9 screen mean that just the system name is fixed or does it also apply to all bodies within the system?
2. Is there somewhere that notes can be added about a body, for example you could have "Earth is the birthplace of humankind" etc?
1. I believe it applies to both.
2. Only place I've seen is the Galaxy Map. You could give a list of colonies with notes in the system notes. For example;
Venus; Settled in 2032, Produces most of the minerals for the system.
Earth; Birthplace of humanity and current empire capital.
Luna; First colony made by man.
Mars; etc
etc; etc
