Mineral reserves/mining maintenence

This may be covered, but some input would be helpful.   On the Mining/maintence tab of the Population and Production Screen [F2] the last column is "Reserve Level".  Is there a way to set this reserve?

It is a good suggestion. When I add mineral orders for civs, remind me of this one again
