Where is that habitable world?

I have a problem.

See, I've explored the system of Altair.  According to the Galactic Map, the system contained one body that had a base colony cost under 2 (blue ring around system bubble, blue dot with "1" next to it within the system bubble).  However, according to the System View, there was nothing such there.  Indeed, there was a planet with a colony cost of 2, but none under that cost.  I have settled that planet and put installations on others in the systems.  Since then, I have terraformed it to full habitability. . .

. . . and the Galactic Map now shows TWO worlds with colony cost under 2 (blue dot with "2" next to it).  I have inspected the System View again, in case I've accidentally selected a filter that precluded the showing of the mysterious system.  But no, nothing resembling cost 2 shows up on that list, even toggling all the asteroids, moons and whatnot.  Casual examination of the system map reveals nothing surprising.

What am I doing wrong? What more can I check?

You might want to check the moons in this systems. Those can sometimes be hospital to your colonists. Similarly you may have a world closely around a second star if one is in the system.

I have checked all the moons under the System View.  None of them are anywhere resembling a habitable world.

The system is a single star.

Balder is the colony I terraformed into usefulness.

Odin is. . .  a gas giant.  The text dump I gave you says it's habitable, but the System View shows a gas giant and says it's a gas giant. 

Potential Colonies list NEITHER.

I believe this is an occasional bug with the galaxy map.

I encountered this problem too last week.

I'm pretty sure it was caused by an asteroid having enough gravity to be considered habitable in the lower end of the 90% acceptance range.
