Can't assign a commander to fleet headquarters

My fleet headquarters CO just retired, and the leaders screen said I needed a R4 for a replacement - but I didn't have one.  I have realistic promotions on, so I made a medal and gave it to one of my R3s.   They were promoted to R4, but now the leader screen says I need an R5 for CO! Anyone know what's going on?

That is a common "error" caused by that the leader of the task force needs to be one rank higher than the highest ranking officer assigned to one of those staff officers under him. The guy who got promoted is part of your TF there, so the game considers that you always need one higher rank than him, no matter how often you promote the guy. The solution to this is to unassign him first so the requirement can drop, and then you will be able to get him into position as a R4 just normally.
