What it says on the tin. Is there anyway to transfer fuel to a planet, from a harvester/tanker?

Sure, planet needs to have Refueling Capability and ship needs Refuelling System and you have to mark it as Tanker.

You can set minimum amount that must remain on the tanker - Class Design - Miscellaneous - Minimum Fuel.

I think at the bottom of the movement orders section of the UI you can actually set maximum and minimum amounts for things when relevant, IIRC you can do this for fuel transfer so you don't have to modify minimum fuel for all tankers of that class.

You can definitely do this for movement commands but I'm not sure if fuel commands work the same way.
