What does this command do exactly?
Is this used for communicating with alien fleets?

It essentially turns on a "here I am" signal, so other ships/races know where you are without having to detect you on sensors

Useful if you want to build relations with an NPR, if you are friendly to them, that doesn't mean it's the same on the other side if they don't even know your there.
