Galactic Civilizations III  does. I watched Galactic Civilizations III - Elysian Empire  a while back on You-tube and kinda intimated in there that the idea was stolen from an earlier game though.

hmm, he seems to have 3 orders of Lenin, but I don't see a hero of the soviet union, looks like an order of the Great Patriotic war in there as well, I can see a victory over the Germans  medal, also looks like he has the 20, 30, 40, 50 years since victory medals, like I said the Russians need to learn the concept of ribbons,  since they give medals for pretty much everything some of their older folks are in danger of collapsing under the weight!

Actually another interesting thing is they don't seem to use medal precedence since he's got some every child wins a prize sorts of medals above and to the right of some actual gallantry medals,  though i suspect when you have so many it probably becomes a game of where can i fit it!

Thats the Telnyashka, worn by Russian Navy, Naval Infantry (Marines), Airborne, and Spetznaz (Special Forces)

the light blue Beret is either Spetznaz or Airborne, and on closer inspection the right hand badge does look like a Spetsnaz one.

Naval Infantry wear a black Beret, and Navy don't wear beret's but caps.

And I've just been told that normal Paratroopers have a darker blue beret so this guy is Spetznaz Paratrooper, learn something everyday
